Relisys Eclipse 1200U, VM6599 Driver. Formerly uploaded driver Ecl1200u.zip did not contain all files necessary for installing the USB port Scanner. I did a successful install using the Control Panel - Hardware setup on Windows 95B having USB configured and enabled in the BIOS SETUP. See also README.TXT included in the ZIP archive.
