This installs drivers and interface software. I've used it in Win95, Win98 and Win98SE environments. The only incompatability seems to be with Microsoft Photo Editor 97 (part of Office suite), which gives me the blue-screen-of-death. All other apps I've tried have worked fine (Paint Shop Pro, Corel Photo House, etc.).
